I've got permission from Tenebrae to run with this, and we've been working together on it the whole way. Apologies if this sounds slightly munchkinish, I'm used to writing for character sheets. Bug me (Salsa) if something needs clarification.
Upgrade Name: Unison Device: Tatsu
Upgrade Description: Some time ago, Chrono mentioned offhand to Tatsu the prospect of Devices. Chrono told her she couldn't wield a Device, and she responded with an interesting question: could Tatsu be a Device? Chrono didn't have an answer then, but with some research from Yuuno, he's come up with a plan: upgrade Tatsu into a Unison Device. She's already an AI, so there's no issue with what to use as the base. It's a simple matter of components, and the AI isn't really "based" in the body Tatsu's using, so she can be elsewhere while the maintenance is taking place, and she can use the body again once it's done.
The upgrade, as planned by Chrono and approved by Bureau design specialists and Tatsu, would allow Tatsu to enter a Unison with another mage, whether a Midchildan mage (Nanoha, Fate, and Chrono), some other kind of Device mage (the Wolkenritter), or possibly even something else entirely (PreDesus, Roads' upgrade mech?). It would also give Tatsu limited command of magic of her own, without a Device to channel it through, and the techies weren't sure how to design a Device of that size readily. There would be no obvious visual changes to Tatsu's inhabited body, but anyone that can sense magic will be able to tell she's got power.
A Unison involves Tatsu being absorbed into the target's body, passing her consciousness into the target, and her body disappearing during the form. The target mage will have obvious visual tells that something's different. (During Hayate's Unison with Rein in canon, for example, her hair becomes a bright blonde, and her eyes turn bright blue.) The benefit is somewhat increased magical power and control, shares the cost of spells between the two (effectively making a mage able to fight longer at the same power, or at a higher power than they can normally sustain), plus the shared consciousness of the mage and Device can inspire new ideas and allow the two to cover a greater area for surveillance.
Unison with Tatsu will provide an enhancement across the board to the focus mage's abilities, and can add a fire effect to attacks and abilities. Tatsu's feral tendencies are shared across the link, giving the target somewhat of a predisposition to melee abilities, and as she learns what magic is capable of, she'll design new ways to work in concert with the focus mage. While she originally intended to Unison with Chrono, she'll be more than happy to help wherever she needs it. Typically, a mage Tatsu's in Unison with will have firey-red hair, with trailing embers once she figures out how to generate the effect, because it looks intimidating, as is her style; along with fire-red eyes.
Outside Unisons, Tatsu will gain a slight but notable ability for magic. She'll never hit a high rank by any means, but it's enough for her to have limited flight outside the Fury, and have some fire manipulation. Her limited casting also passes to the Fury; she can, in limited amounts only, add fire to the Fury's attacks, particularly its large beam cannon. However, such usage will exhaust her limited mana quickly.
Limitations: Tatsu can't Unison while piloting the Fury (or any other unit), and can't do anything else during Unison, nor can she be in Unison with more than one person at a time. Actions during Unison count as Tatsu casting spells, and so she'll get tired during a Unison; she can't use magic in the Fury after a Unison, or Unison at all after using up her magic in the Fury. Unison requires a conscious and willing Device, and a mage to accept the Unison; it doesn't take a notable amount of time, similar to setting up a Device. (These rules generally affect all Unison Devices, adjusted for the Device in question.) Canon missions for The Roar that Shaped Fate require Tatsu, and so she can't (and won't) Unison with a character during those missions.

Glacial Wave: Chrono draws up ice with Durandal, which Tatsu's fire affinity melts. The two send the wave at an enemy, then Chrono refreezes it once it's made contact. May wash away smaller enemies. Impedes or traps enemies once frozen. May damage exposed metal via stress of heating and refreezing. Siege-type, High-rank.
Blaze Cannon EX: Chrono's old Blaze Cannon buster spell, now with fire damage on top of its latent ice effect, or as a water cannon if desired. Long-range, some charge time needed. No barrier-piercing bonus like Nanoha's busters. Mid-rank.
Frost Burst: On an idea from Tatsu, the two work together to freeze and boil the water in a humanoid target, in different places, but at the same time. Touch-range only, some charge time. Unlike other Nanoha-verse magic, no "stun" setting - this'll be very, very lethal if used properly. Mid-rank.
